The Virginia Department of Transportation (VDOT) is excited to offer and announce a competitive opportunity to serve as a Program Consultant Supervisor in our Central Office’s Construction Division.
The selected candidate will lead, manage and provide program directives in oversight of the annual maintenance paving program advertisement and contract procurement in support of the delivery of VDOT’s Contract Construction and Maintenance Program.
This challenging and rewarding position’s specific responsibilities and duties will include, but are not limited to:
Pavement Program Management – Direct and oversee the coordination of VDOT’s annual pavement resurfacing program. Plan and schedule the advertisement and letting schedules to meet executive directives. Provide detailed data analytics and reports to VDOT managers. Support the implementation of statewide policies, specifications, and requirements. Interpret market data and develop and analyze Evaluative Estimates.
Contract Construction and Maintenance Administration Program Management – Communicate and coordinate with Division and District leadership. Coordinate activities of staff with Division and District personnel. Develop, implement and ensure statewide compliance with VDOT policies and procedures. Interpret contract documents and VDOT policies and procedures for the contract construction and maintenance program. Provide guidance to VDOT, contractor and other government agencies on contracts. Make decisions on contractual issues and problems. Communicate with internal and external customers. Serve as subject matter expert.
Performance Management – Ensure goals are consistently being met in an effective and efficient manner, with a focus on the performance of assigned employees, as well as the Advertisement and Contract Execution process.
Plan Adequacy and Proposal Development – Continuously make determinations as to the appropriateness and/or adequacy of plans, specifications, sketches or other documents for inclusion into bidding documents. Provide constant oversight to minimum the number of revision necessary during the Advertisement and Contract Execution process.
Evaluative Estimation and Bid Analysis – Ensure all activities have been completed as necessary to ensure that bids have been received, analyzed and awarded in accordance with Department policy, Federal Regulation and the Code of Virginia.
Contract Documentation Management – Ensure the successful delivery of the departments program for the advertisement, contract award and execution of all Design-Bid-Build construction jobs within timeframes that support the proposed Advertisement schedule.
Support to the State Contract Engineer – Provide support to the State Contract Engineer in the operation of the Advertisement and Award processes. Participate on committees and task groups. Provide high level advice and comments, and perform assigned tasks as a participant.
