Engineer Program Manager Traffic Monitoring

The Virginia Department of Transportation (VDOT) is excited to offer and announce a competitive opportunity to serve as an Engineer Program Manager for the Traffic Monitoring Program in the Central Office’s Traffic Engineer Division (TED).

This challenging and rewarding position’s specific responsibilities and duties will include, but are not limited to:

Traffic Monitoring and Data Collection Services: Ensure a state-of-the art traffic monitoring system is in place to provide traffic data for a broad range of uses and customers. The traffic monitoring system encompasses the collection of volume, speed and vehicle classification data; management and processing of the data to provide statistically sound traffic estimates; and the evolving provision of information for data driven decision making throughout the Department.  In order to evolve the program, the program manager will recommend traffic counting equipment updates and alternative data sources to enhance program offerings and cost efficiencies. The program manager will develop, review and approve technical specifications for contracts and negotiate with potential vendors.

Manage Continuous Count Station (CCS) Program: Review requests for CCS design exceptions. Evaluate traffic count data provided by contractors. Review contractor invoices and recommend payments.

Manage Statewide Short-Term Traffic Data Collection Program: Manage the Statewide Short-Term Traffic Data Collection Program in support of highway project design and other users. Ensure consistency of statewide data collection. Coordinate data collection with districts. Develop, implement and maintain quality control procedures.

Traffic Count Data: Manage processing and reporting of traffic count data and the delivery of data and reports. Facilitate access of the data through the development of self-serve query tools for common requests.

Manage the special traffic count program: Ensure that customer’s specific traffic data needs are met using traffic count knowledge and engineering expertise. Review and approve technical contract specifications, coordinate logistics, provide estimates and identify funding and manage budget.

Manage Weigh-in-Motion program: Cost effectively provide the data needed by the agency for decision making.
