The Virginia Department of Transportation (VDOT) is excited to offer and announce a competitive opportunity to serve as an Engineer Sr Supervisor in our Central Office’s Construction Division.

The selected candidate will be a licensed Professional Engineer (PE) and will oversee the transportation program and projects in the design and implementation phases with an emphasis on providing quality in the completed project, and within constraints imposed by schedule and budget. Develop and monitor contract performance time limits using CPM schedule for complex projects to achieve organizational objectives through defining and overseeing projects and resources. Lead project management across functional areas of the department. Provide overall project management and leadership to include planning, supervising, organizing, monitoring and directing work activities, staff and resources to complete projects ensuring measures of safety, quality control, bidability, constructability reviews and other project components are executed. Provide reports and confer with VDOT’s senior management and key stakeholders.

This challenging and rewarding position’s specific responsibilities and duties will include, but are not limited to:

Oversee resources to meet programmed schedule and budgetary objectives – Ensure adequate staffing and CEI budgeting needs for assigned project. Assemble project teams to ensure project goals are met. Provide technical leadership for project issues.

Manage communication and coordination – Ensure communications between project team members and stakeholders occur timely. Ensure information is effectively disseminated. Review and resolve construction and project implementation challenges. Schedule and coordinate project team meetings and milestone reviews. Report overall project progress to stakeholders. Respond to project inquiries from public, legislature, governmental agencies, media, citizens groups and special interest groups.

Manage overall program and project scope – Oversee project scope development to include establishing a baseline for schedule and budget. Manage project scoping modifications impacting project completion and recommendations. Document scope changes and modifications and coordinate through management, programming and funding divisions.

Manage assigned projects – Ensure programmed schedule and budgetary objectives are met through project management processes of initiating, planning, controlling, executing, and closing throughout design and construction. Develop and maintain up-to-date project work plans and schedules. Determine cause or problems in schedule delays, recommend solutions and follow-up on implementation.

Performance management – Ensuring that goals are consistently being met in an effective and efficient manner, with a focus on the performance of assigned employees, as well as the Advertisement and Contract Execution process.

Plan adequacy and proposal development – Continuously make determinations as to the appropriateness and or adequacy of plans, specifications, sketches or other documents for inclusion into bidding documents with a minimum number of revisions necessary due to constant oversight of the Advertisement and Contract Execution process.

Evaluative estimation and bid analysis – Ensuring all activities have been completed as necessary to ensure that bids have been received, analyzed and awarded in accordance with Department policy, Federal Regulation and the Code of Virginia.

Management of contract documentation – Ensuring the successful delivery of the departments program for the advertisement, contract award and execution of all Design Bid Build construction jobs within timeframes that support the proposed Advertisement schedule.

Support to the Assistant State Contract Engineer – Provide support to the Assistant State Contract Engineer in the operation of the Advertisement and Award processes. Participate on committees and task groups. Provide high level advice and comments, and perform assigned tasks as a participant.
