The Virginia Department of Transportation (VDOT) is excited to offer and announce a competitive opportunity to serve as a Program Specialist NPDES in the Central Office – Location and Design Division.

The selected candidate will support the statewide administration of the NPDES Program. This program includes the Municipal Separate Storm Sewer System (MS4) program, as well as VDOTs regulated land disturbances covered under the Virginia Pollutant Discharge Elimination System (VPDES) General Permit for Discharges of Stormwater from Construction Activities (Construction General Permit or CGP). The selected candidate may also conduct MS4 and CGP inspections, and provide technical engineering and environmental advice.

This challenging and rewarding position’s specific responsibilities and duties will include, but are not limited to:

Perform processing of Construction General Permit applications, modifications, and terminations – Through coordination and interfacing with VDOT District VDPES Permit Coordinators, Central Office, and regulatory agencies, assist Water Resources program with receiving applications, and administratively processing, tracking, and ensuring compliance. Tracking and reporting of other regulated land disturbing activities.

Database entry and data management – keep relevant CGP permit and BMP databases up to date through data entry into existing ESRI GIS spatial software the Department utilizes. Coordination with Geospatial GIS Section as needed.

Assist NPDES Program in oversight of duties and responsibilities related to NPDES Program and Municipal Separate Strom Sewer System MS4 Evaluation and Assessment – Provide assistance related to evaluation and implementation related to compliance and conformity with state and federal regulations-erosion sediment control, stormwater management, and MS4. Provide written comments related to assessments to VDOT divisions and district program areas, residencies, and private sector ensuring goals and objectives are met.

Evaluate implementation regarding compliance and conformity with state and federal regulations related to erosion sediment control, stormwater management and MS4.

Communicate with other VDOT Divisions, Districts, Residencies and private sector – Ensure compliance and conformity with State and Federal regulations regarding any and all issues related to CGP and more generally the MS4 Program. Assist the section and other appropriate District and Central Office staff with communicating any action needed to effect compliance with established stormwater regulations, Construction General Permit, Erosion and Sediment Control, and any issues related to the MS4 Program and NPDES permits.

Technical Problem Solving – Assist and work with other Senior Water Resources program team members to provide technical assistance by applying sound engineering, decision making, and judgments in support of CGP and MS4 implementation. Apply state and federal laws, rules, policies, and procedures in engineering and administrative matters, offers technical recommendations in coordination with Senior program staff, and assures adherence to schedules, and standards through effective policies and procedures. Provide technical guidance to district work programs and monitor adherence to approved standards, procedures, and practices through consultation.
