The Opportunity
WSDOT has an exciting opportunity for an individual with strong technical, engineering, and interpersonal skills who’s seeking an opportunity to move into a supervisory role. This position will support delivery of design and construction projects in the Port Angeles Project Office as a Design/Field Engineer. The duty station for this position may be in Clallam, Kitsap, Mason, Pierce, Thurston, or Grays Harbor Counties; regular travel to Port Angeles will be required.  This unique opportunity will provide varying experiences and potential for growth through the oversight of both design and construction aspects of project delivery. The Design/Field Engineer position will provide project management and technical guidance and direction in the preparation of plans, specifications, and estimates as well as the responsibility to lead inspection efforts for construction projects. What to Expect
This position will manage and mentor each of their respective team members and provide guidance regarding design and construction functions to ensure that WSDOT projects meet established standards, policies, and procedures. The individual in this role must promote the professional growth of staff and ensure they have access to appropriate training and resources.

Among the varied range of responsibilities held within this role, the Design/Construction Engineer will:

Manage the development of plans, specifications and estimates for project development.
Interpret, prepare, and review project design and construction documents.
Inspect transportation construction work for conformance with the contract during daytime and nighttime and in inclement (hot, cold, wet, etc.) weather.
Lead the WSDOT construction quality assurance and/or verification team.
Investigate design and construction issues, evaluate solutions, and provide recommendations.
Lead and coordinate on site meetings with contractor staff, WSDOT support groups and local agencies.
Prepare change order documentation and estimates and seek change approvals from the appropriate change approval authorities.
Review plans, provisions, estimates and permit requirements to ensure constructability and safety standards are attainable.

Qualifications
To be considered for this opportunity, at least one the following are required:
Certification as an Engineer-In-Training and one year of experience as a Transportation Engineer 2, Bridge Engineer 2 or equivalent.
Two (2) years of experience as a Transportation Engineer 2, Bridge Engineer 2, or equivalent experience such as Construction Manager, Design Engineer, or Civil Engineer.
A Master’s degree with major study in civil engineering, structural engineering, geotechnical engineering, soil mechanics, traffic, transportation, or a closely related field.

In addition to one of the above, the following are also required:
Knowledge of engineering principles, practices and methods and the ability to apply them to complex engineering problems.
Knowledge of basic principles of project scheduling and budgeting.
Experience in reviewing engineering plans and specifications for compliance with established standards.
The ability to read, interpret, understand, review, and produce contract plans, specifications, and estimates.
Understanding of Design-Bid-Build and Design-Builder/Owner relationships, roles, and responsibilities as well as basic contract administration standards.
The ability to lead, mentor and coach employees and ability to work as part of a team.
Experience operating computer programs to accomplish engineering and administrative tasks.
The ability to traverse uneven terrain in all weather conditions.
The ability to transport, manipulate, and move materials and equipment weighing up to 40 pounds.
A valid driver’s license.

It is preferred that qualified candidates also have:
Certification as an Engineer-in-Training.
Professional Engineer license.
Knowledge of WSDOT policies and practices applicable to design and construction of transportation projects.
Experience using Microstation and/or InRoads.
