Assistant Office Engineer – Transportation Engineer 2

Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. The Opportunity
WSDOT is currently seeking a motivated individual with strong construction contract administration skills to fill a Transportation Engineer 2 – Assistant Office Engineering position in the Clark County Project Engineering Office in Vancouver, WA. This position will be part of an office engineering team that supports the construction inspection team by administering construction contracts for transportation projects including, but not limited to, processing contractor payments, preparing change orders, tracking and monitoring DBE and training utilization and participation, and assisting with final close out of construction projects. In this role, the team member holding this position will also design small projects by preparing project scoping and design documentation, developing plans, specifications, and estimates, and providing CADD support. It is essential that the successful candidate has excellent communication and organizational skills and can prioritize and perform tasks in a timely manner.

What to Expect
Among the varied range of responsibilities held within this role, the Assistant Office Engineer will:

Develop and maintain contract filing system for all construction projects.
Direct and/or review calculations, methods of measurement and payment, field note records, and inspection reports.
Prepare monthly pay estimates to the contractor while ensuring that field note records, force account, and contractor-certified payrolls are reviewed for accuracy and materials are documented prior to payment.
Prepare contract correspondence to the contractor for the Project Engineer’s signature.
Review contractor for compliance with DBE and apprenticeship contract requirements.
Research and prepare change orders, change order checklists, funds requests, justification letters, and change cost estimates.
Track and update change order from submittal through approvals and payment.
Develop project scoping packages.
Develop contract plans and specials for own projects or projects developed by others.
Develop cost estimates and enter into EBASE for own projects or projects developed by others.
Develop design documentation.
Perform quality control reviews of plans, specifications, and estimates by others.
Perform constructability reviews or reviews of traffic control plans by others.

To be considered for this opportunity, at least one of the following are required:
Certification as an Engineer-In-Training (EIT) and one year of experience as a Transportation Engineer 1, Transportation Technician 3, or equivalent experience; OR
Two years of experience as a Transportation Engineer 1, Transportation Technician 3, or equivalent experience.

It is preferred that qualified candidates also have:
An associate degree in Civil Engineering Technology.
Two years’ experience in inspection of construction in the field on transportation projects.
Demonstrated working experience in all aspects of project delivery: scoping, design, preparing contract plans, specifications, and estimates, construction inspection/compliance, and construction administration.
Working experience with WSDOT computer programs including CAPS, CCIS, and other software.
