The Opportunity

WSDOT’s NWR Program Development Office is eager to hire an engineer looking to advance their career to serve as the Assistant Program Development Manager.  This is a unique opportunity to learn WSDOT’s project delivery process from planning through construction, and this knowledge is important for career growth within WSDOT. The NWR Program Development Office oversees the development of the biennial Highway Construction Program (HCP), which includes managing the preparation of all project scopes, schedules, and estimates, performing feasibility analysis of different modal alternatives for proposed projects, determining project priorities, selecting projects based on funding allocations for inclusion in the biennial program. As the Assistant Program Development Manager, you will be responsible for developing strategies and methods to scope complex projects within the urbanized central Puget Sound region. This position will coordinate with various offices within WSDOT and other state/local agencies, therefore excellent communication skills are vital.  We encourage you to apply if you are interested in taking on this challenge to lead a diverse team to successfully deliver the program.

What to Expect

This position is primarily an office position, with field work and meetings at off-site locations on a regular, sporadic, or as needed basis. Field work may require traversing uneven ground, conducting reviews during poor weather conditions and

alongside busy highways.

 

Among the varied range of responsibilities held within this role, the Assistant Program Development Manager will:

Manage and coordinate scoping activities between NWR Program Development and other internal departments.
Develop and supervise the development of project scopes, schedules and cost estimates for projects identified by the strategic plan and statewide prioritized lists to build the HCP.
Develop and review scoping-level cost estimates for proposed WSDOT construction projects.
Research engineering records, contract plans, and reports for use in developing scoping documents. Analyze data and determine conformance with current design standards.
Apply engineering guidelines and judgment during development of scoping documents.
Read and comprehend engineering reports/analysis and develop solutions to address deficiencies.
Utilize data and information to assess and evaluate scoping alternatives, form accurate conclusions, and make decisions.
Develop ArcGIS maps and graphics.
Utilize the WSDOT Design Manual, Standard Specifications, Standard Plans, Cost Estimating Manual for Projects, Plans Preparation Manual, and other manuals or resources for development and documentation of project scopes and estimates.
Oversee subordinate and project office staff assigned scoping and estimating tasks; supervise and review the collection of project information to ensure accuracy and completion.
Qualifications

To be considered for this opportunity, the following are required:

One year of experience as a Transportation Engineer 4 or equivalent such as Bridge Engineer 4 or Transportation Planning Specialist 4 – OR -Three years of experience as a Transportation Engineer 3 or equivalent such as Bridge Engineer 3 or Transportation Planning Specialist 3
Working Knowledge of engineering standards and procedures and computer engineering applications, methods, practices, and principles and effectively apply them when scoping and estimating projects.
Ability to perform field reviews and collect data for the purpose of scoping and estimating projects.
Ability to employ effective written and verbal means to document and communicate important observations and information to others.
A valid driver’s license.
It is preferred that qualified candidates also have:

One (1) year each of design and construction experience as either a Transportation Engineer 2, Transportation Engineer 3, or equivalent.
Working knowledge of current WSDOT standards, procedures and policies in design and construction.
Proficient use of ArcGIS Desktop software and ArcGIS Explorer.
Proficient use of Microsoft Office Suite: Word, Excel, PowerPoint, and Outlook.

This position offers flexible/hybrid remote work options.
In additional to the salary range listed, a general wage increase of 3.25% will be applied for all state employees on July 1, 2022.
Travel is an expectation of the position and will be required on a regular, sporadic, or as needed basis. Travel is typically within assigned region.
