The Opportunity

WSDOT is eager to hire an engineering professional to serve as Office Engineer. This position will supervise and manage all of the contract change order, payment, documentation, final records, project controls and reporting, and computer-based engineering functions and associated personnel in construction project office. The Office Engineer will also help to ensure that assigned projects will be built within scope, schedule, and budget and the contractors will receive fair compensation. The successful candidate appointed to this unique position will serve a vital role in support of WSDOT’s mission to provide safe, reliable, and cost effective transportation options to improve communities and economic vitality.

What to Expect

Among the varied range of responsibilities held within this role, the Office Engineer will:

Contract change management processes including analysis, calculations, estimating, compilation, and preparation of change orders, letters of justification, approvals, and change order tracking logs.
Make site visits and coordinate scope of change order work with the Project Engineer, Change Order Engineer, field staff, and contractors.
Ensure that all change orders are entered in appropriate databases.
Prepare work order funds and change management requests and manage project control, financial reporting, and forecasting.
Communicate with supervisors, staff, contractors, and other customers to assist in resolving construction issues and processing contractor submittals.
Document pre-construction meeting and circulating meeting minutes as appropriate.
Track, review, and monitor submittals in relation to project schedule and contractual requirements.
Qualifications

To be considered for this opportunity, the following are required:

One year of experience as a Transportation Engineer 2, Bridge Engineer 2, or Transportation Planning Specialist 2, or equivalent experience in construction administration.
In addition to:

Current driver’s license
Experience and knowledge of civil engineering principles, practices, and methods relative to the documentation and construction of transportation projects.
Fluency in the use of computer applications including Primavera P6, Contract Manager, CCIS, SharePoint, MS Office (Word, Excel, and Outlook)
It is preferred that qualified candidates also have:

Bachelor of Science in Engineering or Construction Management
Engineer in Training (EIT) or F.E. certifications
Three years of progressively responsible civil engineering experience
One year of design-build experience on complex engineering projects.
One year of experience in roadway related contract administration
One year of experience directing work for two or more technical/engineering staff.
Important Notes

Washington Administrative Code (WAC) 357-16-197 mandates that all employees who work for executive cabinet agencies (which includes the Department of Transportation) must be fully vaccinated against COVID-19. This position offers flexible/hybrid work options
The salary listed includes the legislative approved 5% salary premium for positions in King County.
In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.
