The Wisconsin Department of Transportation (WisDOT), Division of Transportation System Development (DTSD) is seeking an interested and qualified individual to fill a Project Development Supervisor (Civil Engineer Transportation Supervisor) position in the North Central Region!
This full-time position is headquartered in Wisconsin Rapids, WI.

Position Summary
This is an engineering supervisor position in the North Central Region, Project Development Section (PDS) working under the general supervision of the Project Development Section Chief. This position supervises a regional project development unit consisting of a mix of professional and technical engineering staff in the delivery and oversight of design and construction projects. This position also supervises contract support staff and is responsible for consultant contracts for the region. This position reviews and makes professional engineering decisions and is responsible for the supervision of professional and technical staff that provide support for engineering related functions.
This position’s primary role is to achieve program objectives by interpreting and applying policy within its programmatic area and directly supervising a staff of professional engineering, technical, and professional positions. This includes coordinating staff and resources to meet program objectives; providing training and developmental opportunities to staff; applying technical expertise in decision-making; developing and implementing policy; performing professional engineering work; applying professional engineering expertise in decision-making; and prioritizing, assigning, and monitoring work to meet project requirements and deadlines. Additionally, this position requires effective communication with internal and external partners, other agencies, consultants, and contractors.
This position requires extensive professional experience in civil engineering, and a comprehensive understanding of technical manuals, specifications, and policies is required. This position reviews, analyzes, and approves engineering reports, documents, and plans. The professional engineering analysis, review, and decisions made by these positions directly relate to the safety and operation of the transportation system, thus has a high level of risk and accountability.

Salary Information
This position is in schedule-range 81-30 with an annual salary of $104,000-$118,456, plus excellent benefits. Plus, an additional $2,080 per year for a Professional Engineer License.
A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.
Job Details

Certain positions within this Department may allow remote/work from home flexibility for a portion of their work schedule, depending on the needs of the position and the work unit. For permanent positions that allow remote work flexibility, it is not anticipated that working outside of Wisconsin (or bordering cities) will be allowed because positions may need to report to office locations in Wisconsin on short notice.
This position offers a hybridized work schedule. The position will be headquartered at and required to work from the DTSD NCR Wisconsin Rapids office at least two days per week. All employees working a hybrid work schedule are still expected to telework from within the State of Wisconsin. This topic will be discussed more at the time of the interview.
Qualifications
Qualified applicants will have experience with all the following:
- A valid Professional Engineering registration and be able to obtain a Wisconsin PE registration within 3 months if the PE registration is from another state.
- Experience in transportation program or project management.
- Experience may include: Oversight of transportation projects or programs in design/construction (interpretation of Facilities Development Manual, Highway Maintenance Manual, Manual on Uniform Traffic Control Devices, or similar) including delivery of plans, specifications, and estimates (PSE); managing project or program progress tracking/reporting; negotiation and/or administering consultant contracts; developing and tracking project or program budgets, etc.
