The WI Department of Transportation (WisDOT), Division of Transportation System Development (DTSD) is seeing an interested and qualified individual to fill a State Right-of-Way Permits Engineer (Civil Engineer Transportation Advanced) vacancy in the Bureau of Highway Maintenance!

This full-time permanent position will be headquartered in Madison, Wisconsin.

This position offers a hybridized work schedule. The position will be headquartered at and required to work from the Hill Farms Office Building in Madison, WI at least 2 days per week, additional days for training will be required. All employees working a hybrid work schedule are still expected to telework from within the State of Wisconsin. This topic will be discussed more at the time of the interview.

Position Summary
This position is responsible for managing the state right-of-way (ROW) permits program, which evaluates and approves engineering plans for utilities, road/street connections, driveways, and other work on highway ROW, which includes storm sewers, monitoring wells, grading. This position serves as WisDOT’s utility accommodation policy liaison to the Federal Highway Administration (FHWA); assists the State Maintenance Engineer (SME) as directed with administering various highway maintenance programs to ensure consistency and uniformity with engineering standards and policy established by WisDOT; serves as one of WisDOT’s engineer liaisons to Wisconsin Emergency Management by staffing the State Emergency Operations Center when activated; and assists with reviewing damages and recommend repairs as needed when a catastrophe or natural disaster affects a state highway.

This position is responsible for reviewing, revising, and approving submitted permit documents for engineering accuracy and compliance with WisDOT policy and procedures; reviewing highway improvement plans/plats associated with permits; reviewing previously issued permits to assist with region or customer issues; creating and signing permit documents when required by court decision; assessing highway maintenance operations for engineering standards and adherence to WisDOT policy; developing engineering and other procedures used for policies, guidelines, and manuals; conducting policy reviews/analyses from other WisDOT staff and outside WisDOT agencies; training WisDOT staff in administering the ROW permits programs; writing/revising administrative rules; developing and maintaining content on all permit and permit related WisDOT webpages and SharePoint pages; administering WisDOT’s e-Permitting application, State Highway Access and Permitting Electronic System (SHAPES); establishing and administering consultant contracts; and communicating and coordinating with the five transportation regions, other WisDOT sections, other Wisconsin agencies, FHWA, legislators, other state highway agencies, county highway commissioners, municipal leaders, national committees, businesses, and the general public for questions and issues related to ROW permit programs.

Salary Information
This position is in schedule-range 14-13 with an annual salary of $92,768 – $112,236, plus excellent benefits. Plus, an additional $2,080 per year for a Professional Engineer License.

$3,000 sign-on bonus applies to those who do not have any prior permanent full-time state service in the last five years and agree to remain in the position for one year. The $3,000 will be paid on the first paycheck.

A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Job Details
WisDOT does not sponsor work visas. WisDOT is not enrolled in USCIS E-Verify and is not eligible to employ international F-1 students seeking STEM-OPT extension. Any appointment made will be contingent on the applicant being able to prove valid status to work in the United States.

A valid Professional Engineering (PE) registration and be able to obtain a Wisconsin PE registration within 3 months if PE registration is from another state
